NCMA at Greenbuild
International Conference & Expo 2007
– The Greenbuild International Conference & Expo
2007, the must-go event for the booming green
building industry sponsored by the U.S. Green
Building Council (USGBC) USGBC, was held Nov. 6
– 8, 2007 at McCormick Place in Chicago. With
three days of exceptional educational programs,
speakers, workshops, and green building tours
alongside the industry's largest exhibit hall,
Greenbuild was the one place you could go to
learn what's now and what's next in green
building. NCMA exhibited once again and
delivered the concrete masonry message of
“durable and sustainable solutions”. With record
breaking attendance (22,000+) over last year,
the booth traffic was strong and those who
stopped by were provided with various handouts
as well as being scanned for future mail outs
and follow-ups. Now in its sixth year,
Greenbuild is presented annually by the U.S.
Green Building Council (USGBC), a nonprofit
organization composed of more than 10,500
companies, nonprofits, educational institutions,
and government agencies working to transform the
building industry. Since its founding in 1993,
USGBC has been at the forefront of green
building, introducing the nationally used
LEEDŽ Green Building Rating System™ in 2000
and launching Greenbuild in 2002.
The U.S. Green Building Council’s Greenbuild
International Conference and Expo 2008 will be
held in Boston November 19-21, 2008. NCMA will

Research Substantiates
Solar Reflectance of Concrete Products –
The Portland Cement Association (PCA) announced
November 8 at Greenbuild Expo in Chicago that
research findings prove that all ordinary
concrete mix designs, including those with a
combination of the darkest cement, coarse and
fine aggregates and dark fly-ash produce surface
reflectances that exceed the minimum solar
reflectance index established in LEED
point-based rating systems. LEED-NC, in its
Sustainable Site Credit 7 awards up to 2 points
for reducing the heat island effect. One point
is achieved if the solar reflectance index of at
least 50% of all site hardscape (including
roads, sidewalks, courtyards, and parking
lots). The second heat island reduction point
sets threshold limits for roof reflectances.

Senate Holds Death Tax
Hearings
– On November 14, Senate Finance Committee
Chairman Max Baucus (D-Mont.) held a hearing
titled "Federal Estate Tax: Uncertainty in
Planning under the Current Law." Although the
testimony included many of the usual arguments
for and against the estate tax, no witnesses or
members of the committee came out in strong
support of returning to previous death tax
figures, i.e., 55 percent top rate and $1
million exemption. In fact, all statements were
in favor of at least some type of estate tax
reform.
As previously reported, the “death tax” is
currently scheduled to be repealed in 2010, but
unless Congress acts, it will return in full
force in 2011. A second hearing is anticipated
in December or January; a legislative markup is
expected to take place in early spring.

Earned Income Tax Credit
for Low Wage Employees
– At a recent Small Business Legislative Council
forum in Washington attended by NCMA staff,
Debra Holland, Director, Earned Income Tax
Credit (EITC), IRS, encouraged employers make
sure that low income employees are aware that
this tax credit is available to them. The EITC
is a refundable credit for certain qualified
workers intended to offset the effect of Social
Security taxes on lower income workers. The
credit can reduce the federal taxes owed, if
any, and could result in refunds to
employees. This is IRS’s largest social benefit
program, paying out $40 billion annually in tax
credits to 23 million filers. Only 80% of
qualified wage earners file for it,
however. Employers interested in making lower
income employees (about $40,000 in annual
income) aware of this means to increase their
take-home pay at no cost to employers can find
more information at the
IRS web site.

Oil Up; Dollar
Falls; Recession in the Wind
– Recent wire services have reported that fears
are rising that high oil prices will help throw
the global economy into recession. The dollar,
the currency usually used in oil trading, is
falling, and concern is growing in OPEC about
the plummeting U.S. dollar, prompting some
states to call for the pricing of oil in
currencies other than the dollar, a move that
could erode confidence in the dollar even
more. Rising oil prices due to the weakness of
the dollar, coupled with rising world demand for
a commodity that could reach maximum capacity as
early as 2012 could throw the U.S. economy and
those of other nations into a worldwide
recession. Almost as if on cue, U.S. industrial
production dropped in October by the largest
amount in nine months, led by a sharp decline in
manufacturing sectors tied to the housing and
construction industry. Since the construction
market historically lags down changes or
up-ticks in the economy, recessionary factors
have been predominating for some time. Stay

House Passes
Transportation-Housing and Urban Development
Bill
– The House of Representatives passed the
conference report on the Fiscal Year 2008
Transportation-Housing and Urban Development on
November 14 by a vote of 270-147 but the margin
falls short of the level needed to override a
threatened veto. The $150 billion conference
report contains $40.2 billion for highway
programs, $195 million for replacing an
interstate highway bridge in Minneapolis that
collapsed in August and would increase the
overall amount to be drawn from the highway
trust fund by $1 billion above previous levels
for additional bridge inspection and maintenance
activities. The Senate did not consider the
conference report prior to departing for the two
week long Thanksgiving recess. President Bush
issued his veto threat for the bill on the same
day criticizing the bill for “an irresponsible
and excessive level of spending” and for the
number of earmarks it contains. Watchdog groups
note that the Transportation spending bill
contains 2,007 earmarks for
transportation-related projects worth $1.6
billion and House critics of the bill noted
these during debate.
